Function

 

The Executive Director will serve as a Director of the Fulton Economic Development Corporation.  The Executive Director will have the primary responsibility, on behalf of the Board of Directors, to retain existing industries and encourage their expansion and promote new enterprises to locate in the area.  The Executive Director is authorized to make the requisite expenditure and take whatever actions necessary to carry out the Board Authorized “Work Plan” within the budget approved for such activities, insure continued CEDIT funding for Fulton Economic Development Corporation.  Executive Director will maintain an outreach program that will include contact and interaction with participating agencies, industrial brokers, utilities, Chamber of Commerce, industrial departments of railroads, engineering and consulting firms, Indiana Economic Development Corporation, institutions of higher learning, and state, national and other industrial development personnel and organizations.  The Executive Director must reside in Fulton County.

 

Supervision Required

 

Executive Director works for the Fulton Economic Development Corporation Board of Directors through established policy and program guidelines as set forth by the Board.

 

Duties and Responsibilities

 

The following is a general outline of duties to be performed by the Executive Director in accomplishing the duties of Executive Director:

 

  1. Executive Director will be responsible for daily operations of Fulton Economic Development Corporation to include responsibility for staff operations (i.e. staff training, recruitment and compensation).
  2. Executive Director will provide leadership, information and give direction to the Executive Committee and Board of Directors.
  3. Executive Director will maintain close working relationship with Board of Commissioners of Fulton County and Fulton County Council to insure continued CEDIT funding for Fulton Economic Development Corporation.  Executive Director will maintain an outreach program that will include contact and interaction with participating agencies, industrial brokers, utilities, Chambers of Commerce, industrial departments of railroads, engineering and consulting firms, the Indiana Economic Development Corporation, Area Plan Commission, Fulton County Tourism Commission, institutions of higher learning and state, national and other industrial development personnel and organizations.
  4. Maintain continual contact with existing businesses within Fulton County to determine and assess needs and concerns.
  5. Maintain a continuing program of assistance to existing local business which may include technical advice, help in locating financing, help in expansion, and grant writing or other types of assistance as needed.
  6. Establish and update a community inventory to include, but not be limited to:  available existing development sites, labor market trends and capabilities, transportation linkages, long-term and short-term financing, utilities, educational opportunities, and other community information required to create an updated data bank.
  7. Develop and maintain the necessary tools to carry out a work program; which may include but not limited to a complete industrial facts book, wage survey, slide presentations, special target publications on specific sites and buildings as necessary, and to create, maintain and update printed materials as may be required.
  8. Maintain a continuing program of contact with selected industries and businesses, which might be interested in relocating or opening a branch operation in the area.
  9. Provide and arrange for all necessary information on the area and give any and all assistance possible to firms seeking an area site for their operations. 
  10. Respond immediately to prospect inquiries and maintain continued contact with prospects through letters, telephone and/or personal contacts as appropriate until the prospect either locates or positively decides against locating in the Fulton County area.
  11. Develop advertising, publicity and public relations programs.
  12. Stay thoroughly familiar with federal, state and local legislation affecting economic development.
  13. Prepare an annual work plan and budget for recommendation to the Board of Directors for approval.
  14. Be familiar with requirements of available grants.  Be capable of preparing grant applications on behalf of the Board of Directors, assisting employers in the submission of grant proposals and prepare grant application on behalf of new or expanding employers to the Indiana Economic Development Corporation of other states or federal agencies.
