FEDCO Announces Development at Blacketor Industrial Park

Fulton Economic Development Corporation announces new development at Blacketor Industrial Park north of Sroufe Landscaping. 

Dan Holtz, developer for MOJE LLC, has broken ground on a 20,000 square foot, light industrial facility at Blacketor Industrial Park. Once complete, approximately half of the facility will be leased to a sewing shop that is a supplier for the RV Industry.

This company recently expanded their operations into Fulton County, they currently employ three full time employees in Fulton County and are looking to expand their employee count to between twelve and twenty once in the new facility. 

The remaining half of the facility will be available for lease once complete. 

“We are excited to have this investment here in Fulton County, having some industrial space available for lease will be a great addition to our inventory also, ”  said Tiffany Futrell, Interim Director of FEDCO.

Dan Holtz explained, “We are fortunate to be expanding into Fulton County at this time, as the city and county see the potential to diversify their light industry and look to grow their community.” 

Prep work for the structure is wrapping up and posts will start going up next week.

FEDCO Celebrates 2022 Economic Development Week

Fulton Economic Development Corporation (FEDCO) marks the week of May 9 to May 13, 2022, as the next Economic Development Week. During this week, communities across North America will celebrate and recognize the contributions made by professional economic developers to create more economically vibrant and livable communities.

Created in 2016 by International Economic Development Council (IEDC), the largest international professional trade association for economic developers, Economic Development Week aims to increase awareness for local programs that create jobs, advance career development opportunities, and improve the quality of life in communities everywhere.

At FEDCO, we enjoyed taking a moment to reflect on some of the projects from the last that we have been a part of. In the last year, FEDCO was able to partner with Fulton County as part of a small business grant application with the Indiana Office of Community & Rural Affairs. This grant allowed FEDCO to make grants to small businesses as COVID relief, we were able to award 28 Fulton County small businesses a total of $218,500. We are making progress in the development of Blacketor Industrial Park, we have sold three of ten lots, with waterline extension currently underway and the extension of Blacketor Drive to follow soon. We continued working with North Central Indiana Regional Planning Council and submitted a Regional Development Plan to Indiana Economic Development Corporations for the Regional Economic Acceleration & Development Initiative (READI) which was awarded $30 million to the region. FEDCO stepped up to be the fundraising mechanism for two highly anticipated quality of life projects for the City of Rochester, the splash pad at the city park and the pickleball courts by the city pool. In 2021, we were able to make loans to Fulton County small businesses in the amount of $95,142 and granted technical assistance training funds in the amount of $4,293.

These are just some of the highlights for FEDCO from 2021. We continue to look for ways to help businesses in Fulton County. FEDCO has engaged the services of Kimberly’s Business by Design to lead FEDCO board members through an analysis of their current operations and provide recommendations for an effective board structure and bylaws. They will also lead the board and staff members through the development of a high-quality work plan that propels both the community and FEDCO forward to impactful growth.

FEDCO Stakeholder Conversations Vital to Planning Process

Rochester, Ind. –  Henry Ford once said, “If everyone is moving forward together, then success takes care of itself.”  

 Fulton Economic Development Corporation (FEDCO) is excited to announce the launch of its Organizational Assessment and Planning project.  Beginning this month, FEDCO will be contacting various groups of its stakeholders to conduct listening sessions to determine community and business concerns, opportunities for growth, and what actions people would like to see for economic prosperity in Fulton County.

 FEDCO will be engaging in a comprehensive six-month process that includes gathering stakeholder and community feedback, analyzing internal operations and best practices for economic and community development today, development of board and staff, and completing a strategic investment plan that provides organizational sustainability while responding to stakeholder needs.

 When asked about the planning process, Interim Director Tiffany Futrell replied,  “We believe this is an important step as we re-imagine our local economic development model and respond to our community’s aspirations.  We believe community and economic health is most successful when the public engages in a process that includes their thoughts and support of efforts toward a progressive, vibrant future in Fulton County.”

 FEDCO has contracted with Kimberly Pinkerton of Kimberly’s Business by Design, LLC to oversee the planning project which includes using the Harwood Model for civic engagement.  This model includes turning outward to our community and engaging a wide variety of stakeholders in the process of community growth. Conversations are planned with businesses, organizations, government, the general public and more.  FEDCO encourages invitees to engage in this process by responding “yes” to participating in a listening session.  All data will be compiled and used for strategic planning within FEDCO as well as in discussions among community partners to determine best courses of action in response to the aspirations expressed from these outreach sessions.

North Central Indiana Regional Planning Council Awarded Indiana Regional Economic Acceleration and Development Initiative

North Central Indiana Regional Planning Council (NCIRPC) was awarded a $30 million Indiana Economic Development Corporation (IEDC) Regional Economic Acceleration and Development Initiative (READI) grant yesterday afternoon. One of 17 regions to receive funding, North Central’s plan focuses on regional strategies to resolve common local issues to improve the quality of place, grow population, diversify the region’s quality of opportunity, and spur innovation and entrepreneurship to attract and retain talent across the six-county region. NCIRPC is comprised of Cass, Clinton, Fulton, Howard, Miami and Tipton counties.

“Establishing ourselves as a region back in 2014 turns out to be one of the smartest moves that we could have made. It gave us a track record and a history to put us in a position to earn the READI grant. Our belief that together we are stronger is paying huge dividends today”, stated Paul Wyman, Howard County Commissioner and NCIRPC Board President.

Building on its past success, the North Central READI plan will guide the region in making significant investments in quality of amenities, housing, workforce training and economic development projects within the six counties. This is a transformational opportunity for the region’s communities which will result in $242 million in public and private investment over the next five years. Indiana University Kokomo Chancellor Susan Sciame-Giesecke said, “I am so grateful to all the regional leaders who worked so hard to present an impressive proposal. These funds will transform our region. IU Kokomo was honored to be a part of it.”

As the region prepares to implement the approved plan, IEDC has announced the READI kick-off in early January 2022. NCIRPC will serve as the lead agency during the implementation and has a website established to keep the community up-to-date on the progress – www.northcentralreadi.com. “This has been a tremendous year for North Central Indiana. We received the State’s 21st Century Talent Region designation earlier this year and now the READI grant. We have worked hard to position ourselves as a leading region and we are seeing that return on our investment”, stated Steven Ray, Executive Director, NCIRPC. He added, “The level of cooperation amongst our local elected officials, community and business leaders is the key to the region’s long-term success.”

Governor Eric Holcomb announced the $500 million READI program in early May to support regional investment strategies that strengthen population and economic growth opportunities. IEDC announced the READI awards at its December 14th quarterly board meeting.

The Economic Strength of the South Bend - Elkhart Region is Supported in 2021 Wages and Benefits Report

SOUTH BEND - ELKHART REGION (Sept. 15, 2021) -- In a survey of employers in the South Bend – Elkhart region, the South Bend – Elkhart Regional Partnership found more than 60 percent of participants added workers in the last six months, with 80 percent already planning further employment growth yet this year. The average annual wage of many occupations in the region’s specialized industry clusters exceeded the average private sector wages, and the South Bend – Elkhart region is catching up in those specialized industries compared to the national average.

The workforce outlook was informed by a voluntary survey of compensation practices and policies of 143 employers representing over 40,000 employees in eight counties across northern Indiana and southwest Michigan. Survey participants include some of the area's leading employers engaged in manufacturing, healthcare, logistics, financial, education, and other industries, some with annual sales of hundreds of millions of dollars and others with only a few employees.

“The diversity of participants and regional focus make the report a valuable tool for supporting the growth of existing employers and attracting new investment to the region,” said South Bend – Elkhart Regional Partnership President and CEO, Regina Emberton. "The report demonstrates the competitive workforce practices of employers in the South Bend – Elkhart region."

The survey collected data about benefits packages and policies including health care costs paid by employers and employees, retirement benefits, training, vacation, and other employment perks. The report includes regional wage data collected by Emsi Burning Glass based on the federal Bureau of Labor Statistics and compiled state data from the Indiana Department of Workforce Development, Michigan Department of Labor and Economic Growth, and the Bureau of Labor Market Information and Strategic Initiative. Annual average wage data for the region's specialized and emerging industry clusters is also featured, offering a comprehensive 2021 Wages and Benefits Report for the South Bend – Elkhart region.

Emberton explained that the report serves two main purposes. The collection of data helps the South Bend - Elkhart Regional Partnership and participating economic development organizations recruit investment in the area by providing an accurate picture of workforce costs in the region. In addition, participating employers learn how their compensation practices compare with other employers in the region.

Fulton County, Rochester, and FEDCO Officials Announce Second Round of Small Business COVID-19 Relief Funding Applications Now Available

Thanks to a second grant from the Office of Community and Rural Affairs (OCRA) and some matching funds from Fulton County and the City of Rochester, Small businesses located in Fulton County may now apply for grants to offset business losses from COVID-19. Businesses in high-risk categories such as hospitality/tourism, food and beverage, personal care, professional services, and retail sectors are encouraged to apply. Independent contractors and sole proprietors are eligible. The goal of this program, per federal requirements, is to retain jobs and 51% of the jobs retained must be held by LMI (Low to Moderate Income) persons. FEDCO is managing the grant application process for Fulton County, and OCRA staff will also review all applications. The eligibility requirements include the following:

  •  Businesses with less than $1 million in gross annual sales and fewer than 20 employees. 51% of jobs retained must meet the LMI (Low-to-Moderate Income) federal guidelines.

  • Businesses who have been denied benefits from other federal or state programs or have been declared ineligible may receive priority

  • First time applicants for the COVID relief funds from OCRA grants will receive priority

  • Business must have incurred a business/financial loss due to COVID-19

  • Business must be based in Fulton County

  • Nonprofits are not eligible per HUD Rules

All forms are due by Wednesday, July 21st, 2021, 12:00 noon.  Applications will not be accepted after this time.  The approximate date for funds release is the end of August. Each business may apply for a maximum of $10,000.  As the county tries to assist as many businesses as possible, funds may be limited, and awards could be less than your request. 

Businesses who wish to apply will need to include their Profit/Loss Statement for the period January 1, 2020 through December 31, 2020 OR Schedule C from their 2020 income tax return. Business owners must complete the Income Verification Form that is included in the application link, so that LMI income status can be verified.

INDIANAPOLIS, INDIANA – Winamac Coil Spring, Inc., a global manufacturer of springs and wire forms, based in Kewanna, Indiana, was inducted into the Indiana Manufacturers Association’s (IMA) Hall of Fame at the annual Hall of Fame Inductions and Manufacturing Excellence Awards event held virtually today. Past events have been held live in Indianapolis; but due to the ongoing pandemic, the awards were transitioned to a virtual format this year.

ROCHESTER — The Indiana State Department of Health will be opening a free drive-thru COVID test site at the Woodlawn Specialty Clinic (Next Door to Tweedlee D’s) at 710  SR 25 N. Rochester Indiana 46975 for information call 574-223-3141.

This site will open at 10 a.m. Sept. 28, 2020. The hours of operation are: 

  • 10 a.m. to 6 p.m. Monday, Tuesday, Friday

  • 9 a.m. to noon Wednesdays

  • 8 a.m. to noon Saturdays

  • The site is closed on Thursdays and Sundays.

This is not a Woodlawn Hospital test site. Rapid testing is not offered at this site. Appointments are not being scheduled.

Testing will take place as a drive-up and those being tested will remain in their vehicles while tested.

No one under the age of 2 years can be tested at this site. Minors need to be accompanied by a consenting parent or guardian. 

Email or cell phone will be needed to receive test results. Results will be provided by the Indiana State Department of Health within three to seven days. 

Results are not given out at the test site or by Woodlawn Hospital If there is a line of traffic, please return at a later time.

Fulton County and FEDCO Officials Announce Small Business Relief Funding Awarded

Fulton County officials and FEDCO are pleased to announce that 29 local businesses were awarded a total of $248,500 in grant funding from Indiana’s Office of Rural and Community Affair’s (OCRA) Small Business Relief Funds.  Applicants had to apply by June 1 and meet eligibility requirements as set out by OCRA and stated on the application form.  The eligible applications were reviewed by the local grant team and then approved by OCRA officials. 

Of the thirty-eight business funding applicants, 32 met the eligibility requirements which included:

  • Businesses with less than $1 million in gross annual sales and fewer than 20 employees.  Reminder: There is a requirement that 51% of jobs retained must meet the LMI (Low-to-Moderate Income) federal guidelines.

  • Businesses who have been denied benefits from other federal or state programs or have been declared ineligible may receive priority

  • Businesses must have incurred a business/financial loss due to COVID-19

  • Businesses must be based in Fulton County

  • Nonprofits are not eligible per HUD Rules

OCRA APPROVES SELECTION OF LOCAL BUSINESSES TO RECEIVE FUNDS

The Office of Community and Rural Affairs (OCRA) has approved the selection of twenty-nine local businesses to receive funding from COVID-19 Immediate Response Grant.

Based on criteria presented in the grant application, FEDCO and the Grant Oversight Team selected twenty-nine businesses to receive grant funding, with awards ranging from $4,000 - $10,000.

Thirty-eight businesses applied for the funds; of that number, three were over the income limit per grant guidelines, and six did not meet HUD low to moderate income requirements.  Six businesses submitted incomplete applications and could not be considered. 

All awardees for the COVID-19 Immediate Response Grant funding have been contacted. The funds have been requested from the state (OCRA) and will hopefully be in Fulton County within 2 weeks. At that time, agreements with awardees will be signed and checks will be distributed.

FEDCO will release the names of the recipients after agreements are signed and checks have been distributed.

Each business may apply for a maximum of $10,000.  As the county tries to assist as many businesses as possible, funds may be limited, and awards could be less than your request. 

Businesses who wish to apply will need to include their Profit/Loss Statement for the period January 1, 2019 through December 31, 2019 OR Schedule C from their 2019 income tax return.  Also, within one week of the day the completed application and Profit/Loss statement are submitted, EACH employee (and owners) must complete the Income Verification Form that is included in the application link, so that LMI income status can be verified.

FEDCO Update on OCRA Funding for Small Business Relief in Fulton County

As our nation, state and county all deal with the uncertainties and ever-changing dynamics of the COVID-19 pandemic, FEDCO, in cooperation with the Fulton County officials, the Chamber of Commerce and State officials, is working extremely hard to address the needs of our Fulton County businesses.  Through surveys, phone calls, and emails, we understand the severity of the impact to our local community.

We want to assure you that as agents of the county, we are diligently working through mandated processes toward being able to receive, and award, grant relief funds to our local businesses.  We would like our community to understand the processes that are in place regarding the Office of Community and Rural Affairs (OCRA) COVID-19 Immediate Response Grant Funding Program.

We first want to publicly thank Governor Holcomb, Lt. Governor Crouch, and the OCRA team for their quick action in making a funding program available to our business community.  On April 17, Fulton County applied for $250,000 in OCRA’s COVID-19 Immediate Response Grant Funds, and they were notified on April 22 that they would be awarded those federal funds.  Those funds are from the Federal Community Development Block Grant resources and have many criteria to which the county must adhere when developing the application process and throughout the receipt and dispersal of those funds.  As with any program launched that quickly during a volatile national crisis, many details were still to be dealt with by the State of Indiana before any release of the grant funds could occur.

The Oversight and Planning Committee for the Fulton County grant process includes experienced professionals such as the county commissioners, county council members, FEDCO and Chamber of Commerce Executives and staff, a State Grant administrator, and seasoned project manager along with necessary support personnel.  

The above Grant Oversight Team has been developing a business grant application to comply with the state and federal guidelines and mandates.  Several working meetings have occurred as new information is released from the state.  Next Tuesday, May 12, Fulton County officials will join a meeting called by OCRA to discuss, and hopefully, finalize details.  The grant agreement should then be ready for signature by the county.  Once that is completed, the grant application should then be able to be finalized and released to our county small businesses.  We are aiming for the end of next week, May 15.  Release date of funds by the state is as yet unknown but is projected to be by June 1. 

As noted in an earlier release, a legal notice ran in The Rochester Sentinel announcing details of the public hearing held on May 11, 2020, at 9:30 a.m.  Publishing notice 10 days ahead of the Public Hearing is required for a community to receive CDBG funds.  A second public hearing will be required when approximately 30% of the funds have been expended.

FEDCO and the Grant Oversight Team thank you for your patience as we diligently continue working with the County, OCRA and other officials to be able to complete this process and be ready to receive and disperse the COVID-19 Grant Funding.  To-date, 87 Fulton County businesses have expressed an interest in these funds.  For questions, please contact FEDCO at 574-223-3326.

FEDCO INAUGURAL "FIRST PITCH" HITS A HOMERUN

Rochester, IN:  “This was incredibly hard,” said Judge Abby Warpenburg when returning from tabulating scores and deliberating over the top winners in the “First Pitch” event hosted by FEDCO (Fulton Economic Development Corporation.)  Warpenburg, having herself been a participant in the 2018 Adult Entrepreneurial Pitch event, knows first-hand the amount of preparation in developing a sound business plan and the nervous excitement of making a “first pitch” of that plan to a team of judges. 

 “All of the teams here today are to be congratulated on doing an outstanding job of presenting,” she continued.  The youth “pitch” event featured two finalist teams of entrepreneurs from each of the following area schools:  Caston, Rochester and Tippecanoe Valley.  Warpenburg, owner of Rochester Green House and Brooch Boutique, was joined in her sentiments by the events’ other judges, Joe Koch of Fulton County REMC and Kim Martin of Hoffman Body Shop in Akron.

Amy Beechy, FEDCO’s BizGro Coordinator, launched the day’s competition by calling Caston’s Team “I Do For You” to be first presenters.  Their business model was based on a unique twist on all-inclusive wedding services.  Their motto is “We do the work for you while you don’t have to!” and used a multi-tier guide and a contractual arrangement with multiple providers for services; taking care of details themselves.  Team members included Mariana Garza, Sophie Jellison, and Izzy Smith.

Next came Rochester’s “Bee Bot Co.”  Their passion was finding a unique solution to the bee colonization crises.  This sparked an artificial intelligence guided “bee” that could be utilized in place of live bees for pollination.  An oversized prototype model was on display for the judges.  Team members were Ashley Haselby, Kamrynn Burkett and Kinzie Conrad.

The third presentation was by Tippecanoe Valley team “P&K’s Desserts.”  Their dessert-based business included a dessert bar tasting station, Cake & Canvas events, Dessert of the Month classes and more.  Sporting their logo-branded aprons and a canvas visual, the team shared dessert samples with the judges.  Team members were Peyton Oldham and Kailey Rudd.

Fourth up was Caston team “Across the Road” which offered a localized shopping and delivery service that could ease the time constraints of a wide variety of clientele including busy moms, mobility limited patrons, seniors and harried professionals.  The online service differs from other venues by offering all-inclusive shopping and delivery to your door from multiple area businesses.  Team members included Tim Lee, Byron Rentschler, and Nathan Russell.

Another Rochester team, “EV Performance”, presented a plan that targeted EV Grand Prix Series participants from around the globe.  The team developed a lightweight, yet more durable solution in a patented battery box for series competitors and would produce other performance parts, as well.  They have partnered with a local manufacturer to handle the production of their inventions.  Team members were Blake Plummer, Kyle Reinartz, Gunther Halterman, and William Smith.

Next up was Tippecanoe Valley team “Nikki’s Farm Fresh” which offered up a farm-to-table experience restaurant featuring locally grown meats and produce.  Complete with logo-designed menu, the judges were treated to a strong visual representation of their concept.  Team members included Nicole Ziemek, Misael Ramirez and Jesus Quintana.

After each of the team’s five-minute “pitch”, the judges had time to ask clarifying questions and then when all presentations were finished, the judges retired to a sequestered room for scoring and deliberations.  During that time audience members mingled with students to learn more about their projects and goals.  When asked about what they learned from this year’s experience in entrepreneurial enterprises, business plan processes and pitch contest, it was interesting to note that most of the students talked about learning to work in a team and the new friends they made in the process.  Some shared challenges, as one student said, “It’s really hard learning to work in a team, when you think you have this great idea for a product, but then other people on the team have different ideas about how to develop it.”  One even admitted, “I like to keep things moving and didn’t want delayed by other people’s ideas,” and laughed at herself for the struggle to work in a creative team.  Another young man concurred, “This was a fun process, but it was really difficult.  Everyone had a different strength, and didn’t think the same, but could come together to produce something.”  Another student noted, “I liked the freedom to be creative and come up with an idea without it being put down or told I couldn’t do it.”

Once judges made their decision, winners were announced and cash prizes (donated by Fulton County REMC) were awarded as follows:  1st Place – EV Performance ($500); 2nd Place – Bee Bots Co. ($400); 3rd Place – P & K Desserts – ($300); 4th Place – I Do For You ($100); 5th Place – Across the Road ($100) and 6th Place –Nikki’s Farm Fresh.  Judges also shared positive and constructive feedback for each team on their presentations.

Judge Joe Koch had this to say about the event, “As the sponsor for the First Pitch Contest, Fulton County REMC was amazed at the quality of the presentations given at today’s competition.  We appreciate the foresight and hard work of the administrators, teachers, and students of Caston, Rochester, and Tippecanoe Valley schools for making this competition a great success.  Programs like this give students a better understanding of how to start their own business.”

Program Director, Amy Beechy, added, “This was a great event. It’s always fun and exciting to work with students. The goal of this competition was to expose students to the process of starting a business so they could learn about feasibility, marketing, competition and finances. Based on the high quality of their pitches, they exceeded our expectations. I hope they continue to pursue these or other business ideas in the future.”
